About Land in Key West
Location and Jurisdiction
Mile marker 0 marks the start of US 1 in Key West, and the city covers roughly MM 0 to 4. Key West is one of five incorporated municipalities in Monroe County, along with Islamorada, Key Colony Beach, Layton and Marathon, and it is the county seat. For a lot inside the city, the City of Key West sets zoning and runs the building allocation system.
Just outside the city, Stock Island (about MM 4.5 to 5) and Big Coppitt (about MM 10) are unincorporated. Lots there are governed by Monroe County and compete under the county’s ROGO system and habitat tiers, not Key West’s. Before pricing a lot near the city line, confirm which side it is on.
Many county offices are in Key West. The Monroe County Property Appraiser and the Clerk of Court are both at 500 Whitehead St., and the Monroe County Land Authority is at 1200 Truman Ave., Suite 207.
Key West’s Own Critical Area Designation
The Florida Keys as a whole are an Area of Critical State Concern under Florida Statute 380.0552, which caps growth by keeping the hurricane evacuation clearance time for permanent residents at no more than 24.5 hours. According to the Monroe County Land Authority, Key West has its own separate Area of Critical State Concern designation. Either way, land development regulation changes in the Keys take effect only after review by the state land planning agency.
Key West’s Building Permit Allocation System (BPAS)
New residential units in Key West require an allocation under the city’s Building Permit Allocation System. The city reports that BPAS is in Year 14 (2026 to 2027) and takes separate applications for market-rate and affordable units. Questions go to the city’s BPAS planner at 305-809-3746.
Supply is very limited. In March 2024, Monroe County estimated only about 84 buildable vacant lots in Key West, compared with about 550 in Marathon, about 200 in Islamorada and about 2,200 in unincorporated Monroe County. Under Senate Bill 180 (2025), up to 900 new allocations became possible Keys-wide. On Dec. 17, 2025, the Governor and Cabinet approved a distribution that releases 300 allocations on Jan. 1, 2026, then 150 every two years through 2035, shared pro-rata among Monroe County, Islamorada, Marathon and Key West. Allocations are limited to one per parcel, with priority for owner-occupied, affordable and workforce housing.
Flood Zones and Elevation
New buildings in the Keys must be elevated above flood levels, and substantially improved or damaged buildings must also be elevated under the 50% rule. For a lot inside the city, confirm the elevation standard with the City of Key West and check your lot’s zone on FEMA’s Map Service Center. On Stock Island and Big Coppitt, the county’s ASCE 24-14 minimums apply: the lowest floor in Zone A must be at least base flood elevation plus 1 ft, and in V and Coastal A zones the lowest horizontal structural member must be at least base flood elevation plus 1 ft.
Storm History
Hurricane Irma made landfall on Cudjoe Key, near mile marker 20 to 21 in the Lower Keys, on Sept. 10, 2017 as a 130 mph Category 4. Storm risk is the reason the Keys manage growth around evacuation time, and it shapes what buyers look for in a lot.
What Affects the Value of Key West Land
- Inside or outside the city. Key West BPAS lots and county ROGO lots on Stock Island or Big Coppitt follow different systems.
- Allocation status. A lot with an awarded allocation or issued permit is in a different position from a lot that has not applied.
- Market-rate or affordable. BPAS takes separate applications, and new state allocations prioritize affordable and workforce housing.
- Zoning. Residential, commercial and mixed-use lots attract different buyers.
- Lot size and shape. Small or irregular lots can be hard to build on after setbacks.
- Flood zone. Elevation requirements affect construction cost.
- Title and heirs. Lots held in a family for a long time can have several heirs to sign off.
See how to comp vacant land or what’s my lot worth. With so few vacant lots, Key West comps are thin, and matching on allocation status matters.
Common Key West Selling Situations
- No allocation. You own a lot and do not want to compete for a BPAS award.
- Inherited lot with several heirs. See selling inherited land and selling probate land.
- Back taxes. See selling land with back taxes.
- Code liens. See selling land with code liens.
- Out-of-town owner. You live elsewhere and the lot is a carrying cost.
- Permits or plans in hand. You have an allocation or plans and would rather sell than build.
- Stock Island or Big Coppitt lot. You own just outside the city and want an offer that accounts for county rules.
