We buy land in the Florida Keys (Monroe County), including Key Largo, Tavernier, Islamorada, Marathon, Big Pine Key, Summerland Key, Cudjoe Key, Sugarloaf Key, Stock Island and Key West. SWFL Land (Libera Capital Group LLC) is a direct cash buyer of vacant lots and acreage. You usually get a written cash offer within 24 hours, we close through a licensed Florida title company, there are no commissions, and you can sell as-is from anywhere. Call (239) 686-0823 or request a cash offer online.

Keys land is not like land anywhere else in Florida. Whether a lot can get a building permit depends on a growth cap tied to hurricane evacuation, a habitat tier assigned to the parcel, and which of several governments has jurisdiction. Many owners inherited a lot decades ago and are not sure what it is worth or whether it can ever be built on. We look at those questions with you and make an offer on the lot as it stands today.

What Land Problems Do We Solve in the Keys?

Most Keys lot owners who contact a cash buyer are dealing with one or more of these issues:

  • No building allocation. A lot can be zoned for a home and still not be buildable today, because new homes need an allocation under ROGO or a city’s BPAS. We buy lots with or without an allocation.
  • Tier I or environmentally sensitive land. Lots in Tier I are classified as environmentally sensitive and score poorly for allocations. We make offers on these lots too.
  • Back taxes. Property taxes in Monroe County become delinquent on April 1. If you are behind, read selling land with back taxes in Florida.
  • Code liens. Liens from old violations can stall a sale. See selling land with code liens.
  • Inherited or probate land. Many Keys lots were bought decades ago and passed down. We work with heirs and personal representatives. See selling inherited land and selling probate land.
  • No road or water access. Some parcels sit on islands or behind other lots. See selling landlocked land.
  • Distance. Many owners live far from the Keys. You can sell to us as-is from anywhere.

How Do You Sell Keys Land to SWFL Land?

  1. Tell us about the lot. Send the Parcel ID or address through our offer form or call (239) 686-0823.
  2. We research it. We check the parcel’s tier, flood zone, jurisdiction, allocation status, taxes and title records.
  3. You get a written cash offer. Usually within 24 hours. There is no obligation and no commission.
  4. A Florida title company handles closing. We close through a licensed Florida title company, which reviews title and handles the funds.
  5. You get paid. The title company pays out the sale proceeds at closing. You do not need to live in the Keys or visit the lot to sell.

What Should You Know About the Florida Keys Land Market?

The Florida Keys are a state Area of Critical State Concern under Florida Statute 380.0552. The statute’s stated intent is to “establish a land use management system that protects the natural environment of the Florida Keys.” In practice, local land development rule changes in the Keys take effect only after the state land planning agency approves them, and growth is capped by keeping the hurricane evacuation clearance time for permanent residents at no more than 24.5 hours.

Building Allocations

Because of that cap, a new home needs a building permit allocation. Unincorporated Monroe County uses ROGO (Rate of Growth Ordinance) for residential construction and NROGO for nonresidential. The county describes them as competitive systems where the highest scoring applications are awarded permits. Key West, Islamorada and Marathon each run their own Building Permit Allocation System (BPAS).

In 2025, Senate Bill 180 raised the clearance time from 24 to 24.5 hours, which made up to 900 new allocations possible Keys-wide. On Dec. 17, 2025, the Governor and Cabinet approved a distribution that releases 300 allocations on Jan. 1, then 150 every two years through 2035, split among Monroe County, Islamorada, Marathon and Key West. Allocations are limited to one per parcel, with priority for owner-occupied, affordable and workforce housing.

Habitat Tiers

Monroe County assigned habitat tiers in 2005 and 2006. Tier I is environmentally sensitive land. Tier II is a transition area found only on Big Pine Key and No Name Key. Tier III-A is a special protection area. Tier III is infill: platted subdivisions that are at least half built and have infrastructure. Tier matters a great deal in ROGO scoring. The county’s point table gives up to +30 for Tier III, while penalties apply for the Key Deer Corridor (-10), V-zone structures (-6) and CBRS units (-4).

The Monroe County Land Authority

The Monroe County Comprehensive Plan Land Authority was created in 1986 and buys land for conservation, affordable housing and property-rights protection. Its 2026 Acquisition List prioritizes Tier I, II and III-A properties, especially in the Big Pine Habitat Conservation Plan area. Its January 2026 committee packet listed purchase contracts that included a 6,000 sq ft Tier I lot on Little Torch Key for $12,500, a 4.23 acre Tier I parcel on Big Pine Key for $270,000 and a 12,100 sq ft Tier III property listed as Largo Beach for $380,000. These are individual contracts, not market averages. Our Florida Keys land guide covers the Land Authority and the allocation systems in more depth.

How Do You Look Up Your Monroe County Parcel?

  • Monroe County Property Appraiser (mcpafl.org): Property Search, GIS maps and a Tax Estimator. Record cards show a Parcel ID (format 00526340-000000) and an Account# or Property ID, also called the alternate key.
  • Tier Overlay search: the county’s Tier System page links to a property search that shows a parcel’s tier.
  • Monroe County Tax Collector (monroetaxcollector.com): tax bills and payment status.
  • Clerk of Court Official Records (or.monroe-clerk.com): deeds, mortgages and liens.
  • MCeSearch (mcesearch.monroecounty-fl.gov): permit history by property in unincorporated Monroe County.
  • FEMA Map Service Center (msc.fema.gov): flood zone maps.

What Affects Land Value in the Keys?

  • Allocation status. A lot with an awarded allocation or permit is in a different position from one that has never applied.
  • Tier. Tier III infill lots score far better in ROGO than Tier I lots.
  • Jurisdiction. County ROGO, Key West BPAS, Islamorada BPAS and Marathon BPAS each have their own allocation pools and rules.
  • Flood zone. New buildings must be elevated above flood levels. Under the county’s minimums, the lowest floor in Zone A must be at least base flood elevation plus 1 ft, and V-zone structures lose ROGO points.
  • Water frontage and access. Canal, open water and road access all affect use and demand.
  • Size and buildable area. Small platted lots and large acreage tracts attract different buyers.
  • Title and liens. Tax certificates, code liens and missing heirs add cost and time.

Our guides on how to comp vacant land and what your lot is worth explain the general process. Keys comps need extra care, because two lots on the same street can have different tiers or allocation histories.

What Are Common Keys Land Selling Situations?

Florida Keys Land Selling FAQs

Do you buy Keys lots that do not have a building allocation?

Yes. We buy lots with an allocation, lots with permits in review, lots with completed plans and lots with no permits or allocation at all. We price the lot based on where it stands today.

Do you buy Tier I land in the Florida Keys?

Yes. We make offers on Tier I, Tier II, Tier III-A and Tier III parcels. Tier I owners may also want to contact the Monroe County Land Authority, which lists Tier I land as an acquisition priority, and compare.

How fast will I get an offer?

We usually send a written cash offer within 24 hours of getting your parcel information.

Do I pay a commission?

No. We are a direct buyer, so there is no agent commission on a sale to us.

Do I need to be in the Keys to sell?

No. We buy as-is from owners anywhere. Many Keys lot owners live out of state, and the title company will explain how to sign the closing documents from where you live.

Which government controls building on my lot?

If your lot is in Key West, Islamorada, Marathon, Key Colony Beach or Layton, that city handles it. Everywhere else in the Keys, including Key Largo, Big Pine Key and Summerland Key, is unincorporated and handled by Monroe County.

Can I sell if my taxes are delinquent?

Yes. Delinquent taxes are typically paid from the sale proceeds at closing. Under Florida law, a tax certificate holder can apply for a tax deed after two years from April 1 of the year the certificate was issued, so it helps to act early.

Do you buy land in Miami-Dade County too?

Yes. We buy in Homestead, Florida City and across Miami-Dade County.
