by SWFL Land
Looking for a land buyer in Key Largo, FL? SWFL Land (Libera Capital Group LLC) is a direct cash buyer of vacant lots and acreage in Key Largo and across the Florida Keys. Owners usually get an offer within 24 hours and close through a Florida title company. Wholesalers and agents can submit Key Largo land deals and usually hear back within 24 hours.
Key Largo is the northernmost community in the Florida Keys, closest to the Miami-Dade County line, and it is unincorporated. That means building on a Key Largo lot runs through Monroe County, the county’s ROGO allocation system and the county’s habitat tier map, not through a city hall. If you own a lot in Key Largo or nearby Tavernier and want to sell it as-is, we can make you a written cash offer, usually within 24 hours, with no commission. Call (239) 686-0823 or request a cash offer.

About Land in Key Largo
Where Key Largo Is
Key Largo sits at the top of the Overseas Highway. Monroe County’s own MOCO Report places Key Largo locations at roughly mile marker 95 and mile marker 104.5, and the Monroe County line with Miami-Dade is at about MM 112.9. Tavernier sits just south at about MM 91 to 92. Below Tavernier, the Village of Islamorada begins at the west end of the Tavernier Creek Bridge, around MM 90.8. Monroe County runs parks and fire stations in both Key Largo and Tavernier, and the Clerk of Court has an Upper Keys office at 88770 Overseas Highway, Tavernier.
Who Controls Building in Key Largo?
Monroe County has five incorporated municipalities: Islamorada, Key Colony Beach, Key West, Layton and Marathon. Key Largo is not one of them. Everything outside those five is unincorporated and governed directly by the county, which handles building permits and code enforcement. For a Key Largo lot owner, that means the relevant rules are Monroe County’s comprehensive plan and Land Development Code, including Chapter 138, which covers ROGO.
ROGO in Key Largo
New homes in unincorporated Monroe County need an allocation under ROGO, the Rate of Growth Ordinance. Nonresidential projects use NROGO. The county describes both as competitive systems in which the highest scoring applications receive building permits. Each ROGO year has four quarters. Year 34 ran from July 15, 2025 to July 13, 2026.
The county’s point table rewards infill and penalizes sensitive locations. Examples include up to +30 for Tier III, +4 for central sewer, up to +5 for land dedication and perseverance points that build each year an application stays in the system. Penalties include -6 for a V-zone structure and -4 for a CBRS unit.
Supply is tight. In March 2024, the county estimated about 2,200 buildable vacant lots in unincorporated Monroe County. Senate Bill 180 (2025) made up to 900 new allocations possible Keys-wide, and the county expected to receive about 588 of them and issue about 40 a year. The state’s approved schedule releases 300 allocations on Jan. 1, 2026, then 150 every two years through 2035, shared among the county and three cities. Separately, county staff recommended using 62 set-aside administrative relief allocations to keep issuing permits through July 2027.
Habitat Tiers in Key Largo
Every parcel in unincorporated Monroe County carries a tier assigned in 2005 and 2006. Tier I is environmentally sensitive land. Tier III-A is a special protection area. Tier III is infill: platted subdivisions that are at least half built and have infrastructure. Tier II exists only on Big Pine Key and No Name Key, so it does not apply in Key Largo. You can check your lot’s tier with the county’s Tier Overlay property search.
Flood Zones
New buildings in Monroe County must be elevated above flood levels. Under the county’s ASCE 24-14 minimums, the lowest floor in Zone A must be at least base flood elevation plus 1 ft, and in Zone V and Coastal A zones the lowest horizontal structural member must be at least base flood elevation plus 1 ft. Enclosures below base flood elevation are limited to access, limited storage and parking. Check your lot’s zone on FEMA’s Map Service Center.
What Affects the Value of Key Largo Land
- Tier. A Tier III infill lot is in a much stronger ROGO position than a Tier I lot.
- Allocation and permit status. A lot with an awarded allocation, an issued permit or banked perseverance points is different from a lot that has never applied.
- Flood zone. V-zone lots lose ROGO points and require more costly elevated construction.
- Sewer. Central sewer adds ROGO points.
- Water access. Canal and open water lots attract different buyers than inland lots.
- Size and shape. Setbacks and buffers can reduce the buildable footprint on small or irregular lots.
- Title. Tax certificates, code liens, old mortgages and missing heirs all need to be cleared.
For context, the Monroe County Land Authority’s January 2026 committee packet included a contract to buy a 12,100 sq ft Tier III property listed as Largo Beach for $380,000. That is one public purchase, not an average price. Our guide to comping vacant land explains why Keys comps need to be matched on tier and allocation status, not just size.
Common Key Largo Selling Situations
- Waiting on ROGO. You applied for an allocation and do not want to keep waiting through more quarters.
- Tier I or Tier III-A lot. Your lot is classified as sensitive and you want to compare a cash offer with public buyers such as the Land Authority.
- Inherited land. A parent bought a Key Largo lot decades ago and the heirs live out of state. See selling inherited land in Florida.
- Back taxes. Taxes are delinquent and a certificate has been sold. See selling land with back taxes.
- Changed plans. You bought to build a Keys home and your plans changed.
- Plans or permits in hand. You already paid for plans or a permit and would rather sell than build.
