Collier County Land We Buy From Wholesalers
Collier has almost 2,000 square miles of land, and the Census Bureau estimated 417,131 residents in July 2025. Most of the east is farmland, ranchland and preserve. Golden Gate Estates
Golden Gate Estates is the county’s biggest vacant-land market. It is a rural grid of residential tracts east of Naples, split by I-75 into Northern and Southern Estates. The county’s Rural Golden Gate Estates Sub-Element puts the typical tract at 2.25 acres, with some legal non-conforming lots as small as 1.14 acres. Density is one unit per 2.25 gross acres, or one per legal non-conforming lot of record. Most tracts are zoned Estates (E).
Golden Gate City
Golden Gate, closer to Naples, has smaller suburban lots with a different buyer pool than the Estates. We underwrite these more like platted infill.
Naples
The City of Naples had 19,115 residents in 2020, and the Census Bureau puts its median home value above $1.5 million. Vacant land in Naples is scarce, mostly teardown sites and rare infill lots bought by custom builders and end users. Many “Naples” addresses are actually in unincorporated Collier and fall under county rules, so confirm the jurisdiction on every contract.
Marco Island
Marco Island was largely built out by the Deltona Corporation from the 1960s, and the city runs its own building department. Remaining lots are mostly canal-front, bay-front or interior. On the water, seawall condition, dock rights, water depth and bridge access decide value.
Immokalee and Ave Maria
Immokalee is an unincorporated community of about 24,557 people with small residential lots, commercial frontage on SR 29 and farm acreage. The buyer pool is smaller than on the coast, and prices turn on utilities, road frontage and zoning. Nearby, most homesites inside Ave Maria are sold by its builders, so wholesale contracts there are usually resale lots or rural parcels outside the town.
How We Underwrite Collier County Land
Uplands first
Collier County’s 311 knowledge base says a state permit is needed before clearing, filling or digging in wetlands, and the county will not issue a building permit where wetland impacts are possible without that approval. The county offers informal wetland determinations for single-family lots up to five acres. Larger parcels need the state or a consultant.
On the federal side, a February 2024 court order paused Florida’s state-run Section 404 program, and EPA says the Army Corps is currently the permitting authority for dredge-and-fill in federal waters in Florida. Collier is entirely in the South Florida Water Management District, which handles state environmental resource permits here. More permit layers means more time, and time is a cost we price in.
We start every Estates tract on the National Wetlands Inventory mapper and aerials, knowing the NWI is a screen and not a jurisdictional line. A tract with a dry pad and good frontage is a builder lot. A mostly wet tract is an investor or neighbor sale at a much lower number.
Well and septic feasibility
Much of the Estates has no central water or sewer. A buyer needs a tract that can support a well and a septic system, which depends on soils, water table and fill. A low tract may need a lot of fill and an elevated drainfield. Septic rules have been set by the Florida Department of Environmental Protection since July 1, 2021, with the county health office handling permits and inspections.
North vs. South of I-75
Northern Golden Gate Estates is where new homes go up, along Golden Gate, Everglades, DeSoto and Randall Boulevards and Oil Well Road. Southern Golden Gate Estates is a different product. The county plan places it in the Picayune Strand restoration area with a Natural Resource Protection Area overlay. We confirm buildability on any tract south of I-75 before we talk price.
Protected species
Large parts of eastern Collier are Florida panther habitat, and big projects there go through federal Endangered Species Act consultation. On individual tracts, gopher tortoise burrows, red-cockaded woodpeckers and eagle nests can add surveys and permits. FWC treats any work within 25 feet of a gopher tortoise burrow as a disturbance that needs a permit.
Flood maps
Collier adopted updated coastal flood maps on February 8, 2024. A newer preliminary map is in process: the county says its 90-day appeal period began August 19, 2026, with a target effective date of summer 2027. We check the current and preliminary zone on coastal and low Estates parcels, because a zone change can change the fill a builder needs.
Comps by tract band and road
We pull sales from the Collier County Property Appraiser’s real property search and map viewer and pair them with MLS data. Estates tracts don’t comp well on a single per-acre number. Which Collier Lots Sell Fastest
- Northern Estates tracts on paved roads with a dry building area. These are the builder and end-user favorites. Tracts near the main boulevards and closer to Naples and I-75 draw the most interest.
- Estates tracts near the new towns along Oil Well Road. The Rural Lands Stewardship Area covers about 185,000 acres of eastern Collier. Ave Maria was the first town built under it, and Collier Enterprises has planned Rivergrass, Longwater and Bellmar in what is now called the Town of Big Cypress. Collier Enterprises describes Rivergrass as about 1,000 acres with up to 2,500 homes. These towns can lift demand over time for nearby Estates tracts.
- Buildable Naples and Marco infill, which sells to custom builders and end users when the price and flood zone work.
Slower: interior Estates tracts on unimproved roads, low tracts that need heavy fill, and Immokalee residential lots. Tracts that retail buyers can’t finance often sell on terms instead; our land exit strategies guide explains the owner-finance exit.
What Kills Collier Deals
- Selling a small RLSA parcel as if it were part of a new town. RLSA credits and town approvals belong to the large landowners who assembled the stewardship areas. A small in-holding is usually valued as rural land. The new-town projects have also faced litigation, including a January 2026 notice of intent to sue over Florida panther impacts on the 10,264-acre Rural Lands West project.
- Southern Estates tracts contracted at Northern prices. If it is south of I-75, check the restoration area and overlay first.
- Wetlands discovered after contract. On a 2.25-acre tract, a wet back half may be fine. A wet front half usually is not.
- No legal access. Some interior tracts sit on platted roads that were never built. See selling landlocked land in Florida.
- Heirs and probate. Many Estates tracts were bought decades ago. If the owner has died, see probate land sales and selling inherited land in Florida.
- Delinquent taxes you missed. Taxes go delinquent April 1 and a certificate is sold. Under s. 197.502 a holder can apply for a tax deed two years after April 1 of the year the certificate was issued. See selling land with back taxes.
What to Send on a Collier County Deal

- Acreage and north or south of I-75.

We close either way. With an assignment, we take over your assignable contract and your fee is paid at closing.
