Port Charlotte

General Development Corporation began selling Port Charlotte in December 1955, with 80-by-125-foot inside lots, and laid out plans for over 200,000 home sites across 80,000 acres. That plat is still the county’s biggest source of vacant lots. We buy dry lots and canal lots, one at a time or in packages.

Rotonda West

Rotonda West was started in 1970 by Cavanagh Communities as a large wheel of eight segments around a central park, with five golf courses and shallow canals that link the segments. Value turns on the segment, canal or golf frontage and utilities. Because the canals are shallow, many buyers value them mainly for the view, so we don’t price a Rotonda canal lot like a harbor-access lot.

Punta Gorda

Punta Gorda has its own zoning, permitting and utilities. Punta Gorda Isles added 55 miles of canals starting in 1959, and Burnt Store Isles followed. Wide, deep canal lots there are end-user and custom-builder product.

Englewood

Englewood straddles the Charlotte-Sarasota line, with water and sewer from the Englewood Water District. Confirm which county your lot is in before you pull records.

Murdock and Babcock Ranch

In Murdock, around US 41 and SR 776, we look at commercial and residential parcels where zoning and road access drive value. Near Babcock Ranch, the solar-powered planned town in southeastern Charlotte and northeastern Lee, we buy acreage priced on uplands and access.

Read every MSBU line on the tax bill

Charlotte County runs 43 Municipal Service Benefit and Taxing Units that fund road and drainage work, waterway dredging, stormwater and fire protection. The charges are non-ad valorem assessments on the annual tax bill, and vacant lots pay them every year. The Greater Port Charlotte Street and Drainage Unit, for example, pays for paving and draining the platted streets in its area. We look up each parcel’s units on the county’s MSBU portal and treat the annual total as a holding cost. Unpaid MSBU charges become part of a delinquent tax bill.

Sewer status and deferred assessments

Much of Charlotte was built on septic. The county’s Sewer Master Plan, begun in 2016 and updated in 2024, is converting septic areas to central sewer to protect Charlotte Harbor, with projects including East and West Spring Lake, El Jobean and Ackerman. What the county’s project FAQs say matters for wholesalers:

  • In Ackerman and El Jobean, owners of vacant parcels can defer the sewer assessment until they build.
  • Per the Ackerman FAQ, the assessment stays with the land and transfers to the buyer.
  • The El Jobean FAQ lists a base assessment of $11,500 per developed property.
  • Once lines are installed and certified, owners have 180 days to pay connection fees or a lien is filed.

A deferred assessment doesn’t show up as a bill today, but the end builder pays it later, so we price it in. The rules may also change: in 2025 the county discussed a roughly $20 million funding gap on the Ackerman project, and assessing vacant lots up front was one of the options considered. We check the county’s Interactive Utilities Map on every lot. Charlotte County Utilities serves about 60,000 customers, and other areas are served by the Englewood Water District, Punta Gorda Utilities or the Charlotte Harbor Water Association.

Scrub-jay habitat

Florida scrub-jays have been federally listed as threatened since 1987, and Charlotte County has a countywide scrub-jay Habitat Conservation Plan. Lots inside the plan boundary can follow the plan, which charges a tiered development fee based on the parcel’s originally platted acreage, or seek individual review from the U.S. Fish and Wildlife Service. We check the “Scrubjay Permit Boundary” layer in the county GIS on every contract. Gopher tortoise burrows add another FWC permit when they sit on the building area.

Flood zone after Ian and Milton

Hurricane Ian came ashore near Punta Gorda as a Category 4 storm on September 28, 2022. The county’s recovery plan counts 227 destroyed owner-occupied homes. Two years later, Milton’s surge ran 6 to 9 feet above ground between Venice and Boca Grande, peaking near 10 feet on Manasota Key, according to the National Hurricane Center. In FEMA high-risk zones, the county’s 50% rule requires a structure whose repair or improvement cost exceeds 50% of its value to meet current code, including elevation. It does not apply in X or D zones. On coastal lots with a damaged structure, we price demolition, debris removal and seawall repair.

Which Charlotte Lots Move Fastest

Port Charlotte is a spec-builder market, and builders buy on a formula: expected sale price, minus build cost, minus profit. Anything that adds cost comes straight off their price. That makes the fastest lots here:

  • Port Charlotte lots on paved MSBU streets with central water and sewer at the lot, near existing new construction.
  • Rotonda West lots with utilities, especially where a canal or golf view adds end-user appeal.
  • Harbor-access canal lots in Punta Gorda Isles and Burnt Store Isles in good seawall condition, which sell to end users.

Slower movers: septic lots in areas where a sewer assessment is coming, lots inside the scrub-jay boundary, and storm-damaged coastal lots in Englewood. We still buy those, priced for the longer exit. The land exit strategies guide explains which buyer fits which lot.

What Kills Charlotte County Deals

  • A deferred sewer assessment nobody mentioned. It transfers to the buyer. Find it before you sign.
  • A lot bought at a tax deed sale. The Charlotte County Clerk warns that a tax deed does not guarantee clear title, and most title companies want a quiet title action before insuring. If your seller got the lot at auction, expect extra time and cost.
  • Tax certificates close to a deed application. The Tax Collector sells certificates online at LienHub on or before June 1, starting at 18% interest. Two years after April 1 of the year a certificate was issued, the holder can apply for a tax deed (s. 197.502). See selling land with back taxes.
  • Scrub-jay fees missed on a lot inside the permit boundary.
  • Wrong county. Englewood and Babcock Ranch both straddle county lines.
  • Heirs not all signing. Mail-order lots from the 1950s through 1970s often pass through several estates. See probate land sales.

What to Send on a Charlotte County Deal

  1. Parcel ID from the Charlotte County Property Appraiser, and the Port Charlotte section or Rotonda segment.
  2. Contract price, assignment fee and terms, with inspection period and closing date.
  3. Tax bill showing every MSBU line and any sewer assessment.
  4. Utility status from the Interactive Utilities Map and which provider serves the lot.
  5. Scrub-jay boundary: inside or outside.
  6. Canal type (harbor access, shallow, freshwater or none) and seawall photos.
  7. Seller situation, including how title was acquired.

Assignment or Double Close

We work either way. An assignment is simpler and cheaper on most Port Charlotte lot deals: one deed, one set of closing costs, and your fee on the settlement statement.
