North Port: The County’s Biggest Lot Inventory

North Port is by far the largest source of vacant residential lots in the county. General Development Corporation began platting and selling most of what is now North Port in 1954, and the city now covers about 99 square miles of land. Its population was 74,793 at the 2020 Census. Thousands of those original lots were sold to buyers across the country who never built, which is why so many owners live out of state today.

The Road and Drainage District Assessment

Every North Port lot pays an annual Road and Drainage District non-ad valorem assessment. “Non-ad valorem” means it is not based on your property’s value. It is a flat charge built from service units, and it is billed on your county property tax bill each year for the October 1 to September 30 period.

The city’s published rates for fiscal year 2025-2026 are:

Under the city’s assessment methodology, a vacant residential lot is assigned 1.0 Road ERU regardless of size, the same starting point as a single-family home. Drainage units are based on acreage. Solid Waste District Assessment

North Port also runs a Solid Waste District funded by a non-ad valorem assessment. For fiscal year 2025-2026 the city lists the residential assessment at $332.75 per year. In August 2026 the city sent notices for a proposed one-time transfer station charge of $128.01 for fiscal year 2026-2027, with a not-to-exceed total of $460.76 including the regular assessment.

The city said vacant residential parcels received these notices because they are “future customers” of the district. Parcels north of the Myakka River were excluded from the transfer station charge. Water and Sewer Status

Much of North Port’s platted land still has no city water or sewer. The city’s own utility planning pages describe North Port as one of the only remaining General Development communities without a plan in place to convert its platted lots to central water and sewer. The first expansion neighborhood covers 1,583 properties and is expected to take 12 to 15 years to complete.

  • Lots with city water and sewer at the street save builders the cost of a well and septic system and usually sell faster.
  • Lots without utilities will need a private well and septic system. They still sell, but builders price in that cost.

Venice, Nokomis and Osprey

South of the city of Sarasota, the coastal strip from Osprey through Nokomis to Venice is a very different land market from North Port.

Venice is an incorporated city of 25,463 people (2020 Census), laid out in the 1920s from a plan by city planner John Nolen. Vacant lots inside the city limits are scarce. Nokomis is an unincorporated community of 3,217 people, and Osprey is an unincorporated community of 6,690 (both 2020 Census). Because neither is a city, zoning, permitting and code enforcement run through Sarasota County government. Infill Lots in the City of Sarasota

The city of Sarasota is the county seat, with 54,842 residents at the 2020 Census. Vacant land inside the city is mostly infill: single lots between existing homes, teardown sites, and small commercial or mixed-use parcels.

Buyers of infill lots look at:

  • The zoning district and what it allows (single-family, duplex, multifamily, or mixed use).
  • Lot width and depth, since narrow lots limit what can be built.
  • Flood zone and the elevation a new home would need.
  • Open code cases, demolition liens, or unpaid city charges left over from a prior structure.
  • Neighborhood resale values for new construction.

Property Appraiser, Tax Collector and Tax Deadlines

Sarasota County Property Appraiser

The Sarasota County Property Appraiser sets the assessed value of every parcel as of January 1 each year and mails proposed tax (TRIM) notices in August. Its website lets you search by owner name, address or parcel ID and view a map with lot lines, lots and blocks, and optional zoning layers. Owners can also request a parcel split or combination through an online application, with no fee charged by the appraiser’s office.

The appraiser’s “just value” is a tax figure, not a market appraisal.

Sarasota County Tax Collector

The Sarasota County Tax Collector mails one combined bill with both property taxes and non-ad valorem assessments, including North Port Road and Drainage, North Port Solid Waste, stormwater, fire and other district charges. Under Florida law:

  • Taxes are due November 1, with a 4% discount in November, 3% in December, 2% in January and 1% in February.
  • Unpaid taxes become delinquent April 1.
  • The tax collector sells tax certificates on delinquent parcels by June 1 (or 60 days after delinquency, if later).
  • A certificate holder can apply for a tax deed once two years have passed since April 1 of the year the certificate was issued.

Flood Zones and Storm History

Updated FEMA flood maps for Sarasota County took effect on March 27, 2024, the first update in nearly a decade. Check your parcel’s current zone on FEMA’s Flood Map Service Center or the county’s flood map page before pricing.

Flood zone matters more for coastal land in Venice, Nokomis, Osprey and Sarasota than for most North Port lots, because zones like AE and VE affect how high and how expensively a home must be built.   1. Location. Coastal and near-coastal land in the north and west of the county is worth far more per square foot than inland lots.
